Given the city's history and location, it comes as no surprise that the languages and ethos of North India gives the city its basic coloration. Walking through the city streets, one is most likely to hear people speaking in Punjabi or Hindi -- or a combination of the two. However, Chandigarh differs from many older cities of the region in that it has attracted people from nearly all parts of India. Located in Chandigarh are are many Central Government institutions, branches of nearly every national bank and many foreign banks, research institutions. In addition the Air Force and the Army have large establishments in and near Chandigarh. The presence of these institutions accounts for the city's "all-India" nature.

Chandigarh is proud of its North Indian identity but just as proud of its cosmopolitan character and has actively promoted this diversity by encouraging people from various states to form groups and create social institutions in the city. Hence one finds, many sabhas (associations) and bhavans (halls) in the city devoted to the culture of other states. Likewise, in addition to the familiar styles of North Indian places of worship, one also finds shrines in the typical architectural styles of Kerala, Tamilnadu, Orissa, Bengal and many other places.

Those who are interested in learning particular styles of vocal or instrumental music or dance have no trouble finding teachers in Chandigarh. Aside from the music departments of the colleges and university, there are numerous institutions offering instruction in nearly every classical and folk style.

Artists also find the atmosphere and facilities of the city conducive to creativity. Museums, galleries and akademis actively promote artists' work through exhibitions and workshops. Several city artists have won national acclaim. The winner of the 1996 all-India Triennial (a prestigious competition for painters) was city artist, Prem Singh. Aside from painters, Chandigarh is home to several noted sculptors, potters, graphic designers and photographers.

In theatre also, Chandigarh has a number of active groups. With its wide piazzas Chandigarh is especially conducive to street theatre. Adaptations of western dramas have also proved very popular with the Chandigarh audiences. Panjab University's Department of Indian Theatre has produced many actors and directors who have gone on to highly successful careers in films and television.
